The manager thought the guy was drunk and was nice enough to try and not take advantage of it. The only way to ensure everyone gets what they want is to have a neutral 3rd party (ie law enforcement) hang on to the money. That way it can get back to the "drunk" guy after he sobers up, or go back to the manager if it's not claimed in 60 days.
