The FCC rules against Comcast with a vote of 3-2, forcing Comcast to stop slowing or blocking user access to file-sharing networks.

These peer-to-peer or P2P networks include programs such as BitTorrent and others.

The FCC has ordered Comcast to stop these "discriminatory management practices by the end of the year."

What the FCC did not do though was issue any fines towards Comcast.

Comcast has issued a response saying their ruling result in "significant due process concerns and a variety of substantive legal questions."
