Washington (ECN) - Dolly has managed to progress from a tropical storm, to a hurricane as of late Tuesday, heading toward the border of the U.S. and Mexico.

Dolly was upgraded from a tropical storm on Tuesday afternoon with sustained winds near 75mph.

It is expected that Dolly will strengthen further as a hurricane befire it reaches land on Wednesday.

As of 5pm EDT, the storm was 165 miles east-southeast of Brownsville, going 10mph to the northwest.

A hurricane warning has been put into effect for the coast of Texas.

In Mexico, tens of thousands of people are expected to be evacuated to government shelters.

Residents are being urged to move away from the Rio Grande due to flood concerns.
