This photo is of  scale replica of the Avro Arrow In Barry's Bay.  In 2003, a granite statue of the Avro Arrow test pilot  Janusz (Jan) Zurakowski  was constructed, along with the scale replica.  The monument is a tribute to Canadian aviation
