			<content:encoded><![CDATA[<p>Phillip Garrido, the man who allegedly kidnapped, raped, and held  Jaycee Lee Dugard captive for 18 years has apologized in a letter.</p>
<p>&#8220;First off I want to apologize to every human being for what has taken place.&#8221;</p>
<p>He then describes how reliog has now cured him of his sexual desires.:</p>
<p>&#8220;People all over the world are hearing testimony that through the spirit of Christ a mental process took place ending a sexual problem believed to be impossible.&#8221;</p>
<p>His lawyer says that Garrido&#8217;s mental state is still very much in question.</p>
<p>&#8220;Mr. Garrido is expressing genuine remorse. He would like people to consider the fact that he&#8217;s a changed man and his story is best told all at one time, instead of in pieces. He presents obvious issues concerning whether or not he is competent to be a defendant, and we are looking into that,&#8221; said his attorney, Public Defender Susan Gellman, in a telephone interview Thursday evening from St. Petersburg, Fla.</p>
<p>Garrido remains in custody at the El Dorado County Jail in Placerville as he and wife Nancy Garrido await trial on multiple charges each. They&#8217;ve pleaded not guilty.</p>
<p>&#8220;To me, this almost rises to the level of what psychologists would call a partial apology. It&#8217;s almost like he&#8217;s saying, &#8216;I have a problem, and what I did was a problem.&#8217; But he&#8217;s certainly not taking full responsibility for his actions,&#8221; said Donna Shestowsky, a law professor at UC Davis with a PhD in psychology.</p>
<p>The kidnapping of Jaycee Lee Dugard took place on June 10, 1991. Dugard was abducted from a school bus stop within sight of her home in South Lake Tahoe, California, United States.</p>
